An Applicant for a Small Cell facility on City-owned property (including land, poles, structures and buildings) within the public ways must obtain a Facilities Lease that specifically allows the attachment of small cell facilities to city-owned property consistent with Article IV of this Chapter 12.14. Approval of a Small Cell Permit or a Master Permit does not authorize attachment to City-owned property within the public ways unless a Facilities Lease is executed between the Applicant and the City.
