There is hereby established in the Judicial Department a traffic violations bureau, subject to the control and direction of the municipal judge, having jurisdiction of traffic cases, to assist the court in processing traffic cases. The employees of the traffic violations bureau shall be city employees subject to the direction of the municipal judge. The bureau shall be open at such hours as the municipal judge may designate.
