Any application for issue or renewal of a license pursuant to this chapter shall not be accepted by the finance director unless accompanied by the appropriate license fee. In the event an application for a license is refused, the amount tendered as the application fee shall not be returned to the applicant but shall go to the City to defray the cost of obtaining reports, examination and review.
