Upon the filing of any application for issuance or renewal of license for a public bathhouse, the finance director shall refer the same to the police chief or designee, with a request to review the statements contained in the application, review any criminal history conviction report of the applicant, and to furnish a written recommendation based on the results of the review and any other matters which might aid the finance director in determining whether such license should be issued. The finance director shall also refer the application to the director of public works or designee and the director of planning or designee with a request to inspect the premises or proposed premises as to its sanitary and physical conditions and to recommend approval or denial of the application based on the findings. If from the recommendation and other information, the finance director determines that the applicant and premises meet all requirements of this chapter and applicable health, safety, and land use regulations, then the finance director shall issue or renew the license applied for.
