The Director and/or his or her designee shall establish inspection and maintenance scheduling and standards for all publicly and privately owned storm water facilities. At a minimum, the base frequency for inspection and maintenance shall be in accordance with the National Pollution Discharge Elimination System (NPDES) Western Washington Phase II Municipal Storm Water Permit currently in effect. Adjustment to the maintenance and inspection frequency may be authorized when found appropriate by the Director and/or his or her designee.
