Whenever any parking time limit is imposed, or stopping, standing or parking is prohibited on designated streets or portions thereof, it shall be the duty of the Traffic Engineer to erect appropriate signs giving notice thereof. No such regulations shall be effective unless the signs are erected and in place at the time of any alleged violation. The curb of that portion of the street where parking is prohibited may be marked with a yellow color in lieu of or in conjunction with such signs. The absence of such signs or markings shall not excuse a violation of the prohibited parking places specified in RCW 46.48.270 or as set forth in this title as to parking places of general application.
