Except where parking at an angle is permitted by this title or any other ordinance, no person shall stand or park a vehicle upon a roadway other than parallel with the edge of the roadway headed in the direction of the lawful traffic movement on that portion of the roadway and with the wheels of the vehicle on that side which is consistent with the lawful movement of traffic within twelve inches of the curb or edge of the roadway.
