A. The City of Redmond hereby establishes these procedures to implement the State Environmental Policy Act, herein referred to as “SEPA,” RCW Chapter 43.21C, consistent with those rules under WAC Chapter 197-11. SEPA is intended to ensure that environmental values are considered and is designed to work with other regulations to provide a comprehensive review of a project.

B. The procedures are promulgated under WAC 197-11-020(1), which states: “Each agency must have its own SEPA procedures consistent with”: WAC Chapter 197-11 and RCW Chapter 43.21C. Consistent with WAC 197-11-020(3), these provisions, WAC Chapter 197-11, and RCW Chapter 43.21C must be read together as a whole to comply with the spirit and letter of the law.
