The City of Redmond Planning Department shall be responsible for implementing this chapter, the CTR Plan, and the City’s CTR program for its own employees. The City council shall have the authority to issue such rules and administrative guidelines as are necessary to implement this chapter. Any administrative guidelines which are issued for this chapter shall be reviewed by the planning department, or as needed to ensure their applicability. The CTR program should be identified together with any authority necessary to carry out such responsibilities such as rule-making or certain administrative decisions.
