No person may construct or operate a cable communications system within the rights-of-way of the City without a properly granted franchise awarded pursuant to this chapter, which franchise must be in full force and effect. To the extent permitted by law, all requirements herein with respect to or connected directly or indirectly to a cable system shall also apply to an OVS franchise and OVS system and any process related thereto. The franchises required by this chapter are separate from and in addition to the business license issued under RMC Chapter 5.04, which may also be required when applicable.
