Tenants of rental units which were offered for sale as condominium or cooperative units prior to the effective date of the ordinance codified in this chapter, but for which offers there have been no acceptances, shall be entitled to the rights and benefits of this chapter except that those rights provided by Section 16.04.100 shall terminate sixty days from the offer of sale of the unit to the tenant.
