It shall be the duty of the master, owner or operator of a vessel to reduce speed and if necessary stop his vessel and at the same time yielding right-of-way as herein otherwise specified upon the approach of an authorized emergency vessel displaying a red light and sounding a siren and while actually responding to an emergency or in immediate pursuit of any actual or suspected violator of the law, within the purpose for which such emergency vessel has been authorized.
