A Grantee shall have the right, without prior City approval, to offer or provide fiber capacity or bandwidth to other carriers, resellers, customers, or subscribers consistent with such Master Permit; provided, however, that the Grantee shall remain responsible for compliance with this Chapter and such Master Permit, and provided the colocator or other user must obtain any necessary permit from the City if Telecommunications facilities are made available to the colocator or other user.
