A. Unless otherwise provided in a Master Permit, no Grantee or other Person shall commence any nonemergency work in or about the public ways or other ways without first obtaining a Right-of-Way Use Permit or Small Cell Permit and providing advance written notice to the City of such work as required by the Right-of-Way Use Permit or the Small Cell Permit.

B. In the event of an unexpected repair or emergency, a Grantee may commence such repair and emergency response work as required under the circumstances, provided the Grantee shall notify the City as promptly as possible, before such repair or emergency work commences or as soon thereafter as possible if advance notice is not practicable. Further, Grantee shall apply for a Right-of-Way Use Permit and pay all associated fees as soon as the emergency is abated.
