In addition to the inherent powers of the City to regulate and control any Master Permit, Right-of-Way Use Permit, or Small Cell Permit it issues, and those powers expressly reserved by the City, or agreed to and provided for in any Master Permit, the right and power is hereby reserved by the City to adopt such additional regulations as it may find necessary in the exercise of its lawful powers to manage the public ways, other ways and City property giving due regard to the rights of Grantees hereunder. The City reserves the right to delegate its authority for issuance of the Master Permit, Small Cell Permit and Right-of-Way Use Permit administration to a designated agent.
