Each Master Permit and the Small Cell Permits and Right-of-Way Use Permits issued thereunder are subject to the City’s right, which is expressly reserved, to recover its actual administrative expenses incurred that are directly related to receiving and approving a permit (including the Master Permit) or license, to inspecting plans and construction, or to the preparation of a detailed statement pursuant to Chapter 43.21C RCW in accordance with RCW 35.21.860.
