All transportation projects shall provide appropriate accommodation for persons of all ages and of all abilities, including bicyclists, pedestrians, transit users, as well as automobiles, freight and buses, in comprehensive and connected networks defined in the City’s Transportation Master Plan; provided, that such accommodation shall take into account and complement the local context and character of the community and land use.
