No person shall park or stand any vehicle upon any street or public way for a period exceeding twenty-four hours, regardless of any other regulation then in effect. When any vehicle is parked or stands for a period exceeding twenty-four hours, the vehicle shall be deemed to constitute a hazard or obstruction to traffic or an abandoned vehicle and may be impounded as provided in Section 10.04.070.
