As used in this title, “highway,” “road,” and “street” are synonymous terms, unless otherwise clearly delineated, meaning the entire width between the boundary lines of every way, lane, road, street, boulevard, parking lot and every other way or place in the City whether publicly or privately maintained, when any part thereof is open at any time to the use of the public for the purposes of vehicular travel.
